To date, five BWR plants have experienced eterside corrosion failures.
'f All the failed rods contained gadolinia. General Electric characterized failures as crud induced localized corrosion, which ws attributed thesa GE simultaneously to a combination of material and operational factors.
has stated that a means has been developed to assure.that these factors j

cannot occar simultaneously, thereby ef fectively controlling the cause of the failure. GE has also provided recommendations to the affected licensees and applicants to assure this. Based on the GE findings and q
recmnendations, the HRC staff nas concluded that reasonabic assurance of l
t controlling materside corrosion failures has been provided and.that the f
'l problem of eterside corrosion is satisfactorily resolved.
f furthermore, eterside corrosion failure is a gradual' process. Therefore, unlike other cases (for eu::sple, rod overpressurization) sterside l
corrosion cannot eucerbate a minor event such as unexpected shutdows of.
