Dear Mr. Gibson:
This is in response to the notice of violation fc, warded as Appendix A to the referenced report.
The five items that you require to be incorporated in my response are presented below in the order specified in Appendix A.
1.
Admission or denial of the alleged violation.
I adm t that on August 4,1980 representatiive air sampling measurements of concentrations of radioactive material in the air in the Loop Sampling Room of the RadioQemistry Laboratory were not made prior to the exposure to determine the quantity of radioactive material that was inhaled by an individual to assure compliance with 10 CFR 20.103(a)(1).
2.
Reason for the violation.
Continnous air sampling was not provided in the Loop Sampling Room due to the infrequancy of operation in that room. The operator, in this case, was pro-vided with a radiation survey instrument and instructed to assess the extent of radioacti9ity within the hood, but he either didn't perform the survey or dis-counted the results. Health Physics was not alerted to the fact that extensive activ'.ty was presert until after the operation hac begun.. Radioactivity became airbr rne early in the operation and work was terminated when Health Physics was no t'. fied.
3.
Corrective steps taken and results achieved The present program for air sampling in the Loop Sanling Room has been re-evaluated. The e nluation indicates that a stationar.y air sampler should be installed at the fume hood in that room.
4.
Corrective sttos to be taken to prevent further violation.
A stationary air sampler will be installed at the fume hood in the Loop Sampling Room. The representativeness of the sample will be evaluated annually in accordance with our license application, BAW-381, Appendix A, SA.9.2.4.
