This will summarize, at your request, two telephone calls

In response to Decade's discovery requests,-I: called Peter Anderson today to say that we would be willing to produce the transcript of the October 23-24 meeting of the-San Onofre Unit 1 i

Sleeving-Review Board (see my' letter of November 24, 1981 to Peter Anderson) pursuant to the Board's ongoing Protective Order 7

in'this proceeding.

Mr. Anderson said Decade would be willing to receive.it under those terms, but a discussion ensued about whether, and to what extent, the proprietary nature of. that' docu -

4 ment could be challenged in this proceeding.. The : document ? is not a:part of Licensee?s application,'isnot a part of'the record' 4

of'this proceeding, and contains' proprietary.information-from another licensing proceeding. involving a-licensee =(Southern

. California Edison Company) who is not a party to this proceeding.

Bloch, Chairman Page Two December 2, 1981 I called Kathleen Falk to inform her that we were sending Decade the document today, by Federal Express, and she agreed that it would be received by Decade pursuant to the Board's on-going Protective Order.

If, and to the extent, Decade chooses to challenge the proprietary determinations in that document, any substantive, procedural, and jurisdictional defenses and objections we may have will be raised at that time.

My second call to you today was to report this arrangerant.

Both of my calls to you were made with Decade's prior knowledge and concurrence.
