I am a diplomate of the American Board of Psychi-atry and Neurology, a fellow of the American Psychiatric Association, and a member of many professional organiza-tions, including the Academy of Behavioral Medicine Research, the Behavioral Medicine Special Interest Group, the American Public Health Association, the World Psychia-tric Association, the Pan American Medical Association, the Medical and Chirurgical Faculty of the State of Maryland, and the Montgomery County Medical Society.

I have written more than 100 professional articles and one book on a variety of topics in the fields of health promotion, drug abuse, prevention, criminal justice and nuclear power.
My specific work with regards to nuclear power includes: " Nuclear Phobia--Phobic Thinking About i
Nuclear Power" (1980); " Lessons from France:
Fears of Nuclear Power" (1981); " Perspective of Nuclear Risk:
The Role of the Media" (1981); and "The Nuclear Power Phobia" (Business Week Sept. 7, 1981).

I have read and am familiar with the attached docu-ments sponsored by or distributed by the New York Public Interest Research Group, Inc. (NYPIRG), entitled " Parents'

t Survey," and "In Case of a Nuclear Accident Do You Know What To Do?"
I understand that both documents relate to the level of emergency preparedness for the nuclear power plants at the Indian Point site.

It is my opinion that these documents contain no usef ul information, will not be useful tor research purposes, and are explicitly designed to generate a fear reaction in the reader.
These documents promote phobic thinking about nuclear power.
A " phobia" is an irrational fear based on an exaggerated, unrealisite danger, of ten characterized by a spiralling, "what if" thought process.

The documents are not designed to measure or soli-cit information in an objective way for education or re-search purposes, but are obviously biased documents which state anti-nuclear, political views, often as thinly disguised statements in the form of questions.

The " Parents' Survey" is constructed in such a way as to threaten the parents of young children by asking tension-raising questions such as the need to know "where my kids are at any minute of the day--and what will be done with them in a nuclear emergency."

The focus on parents of young children, rather than random members of the public, suggests that the purpose of

the survey is to promote an irrational fear in this particularly vulnerable group.

The " survey" is further biased in that the parerts of young children are not given the key piece of information they would need to know in the event of a nuclear emergency:
"if you hear a siren, turn on your radio and get accurate information--do not listen to rumor and do not act before you are informed in a specific situation."

The "In Case of a Nuclear Accident Do You Know What To Do?" booklet distributed by NYPIRG is equally biased and inflammatory.
The booklet's apparent purpose is to induce a fear reaction in the reader.

Specific questions in the booklet designed to promote a fear reaction against nuclear power include, for example, Question # 9 which asks, in the event of a nuclear emergency, "How soon could you return home?
Ever?"
and Question # 11 which asks "Who will you believe?", implicitly suggesting that the elected and appointed authorities, responsible for emergency responses, would be unbelievable.
13.
The reader of the booklet has his irrational fear cultivated, heightened, and reinforced until the blatantly biased statement, "Is nuclear power worth all this?" is made in the form of a question and used as a climax.
