SECY-81-58'3 - PROPOSED LI SE TO EXPORT NATURAL URANIUM TO EURATOM COUNTRIES, XUO8525 This is to advise you that the Commissioners have reviewed the subject license to Edlow International Company.
The Commission (with all Commissioners approving) has accepted your recommendation to export t.c EURATOM 2,500,000 pounds of uranium ore concentrate containing 961,632 kilograms of uranium.
In connection with his approval, Commissioner Ahearne has provided the following statement:
"I assume that the license will not be issued until after the subsequent arrangement procedures are completed.
As required by Section 402(a) of-the NNPA, the Executive Branch has determined that no other commitments by EURATOM are nacessary to assure that our approval w*ll be obtained prior to enrichment.- In previous cases no commitments for prior approval were necessary because we gave our approval prior to authorizing the export.
Assuming the situation is the same ham, we should complete the approval process prior to issuing the license."
The other Commissioners agree with this statement.
The Office of-International Programs was informed of this action by telephone on November 3, 1981, and the staff has advised SECY that Commissioner Ahearne's assumption is correct.
