In 1981 TVA altered the construction effects macrophyte monitoring workplan to concentrate on standing crop estimates because increased eelgrass (Vallisneria americana Michx) biomass was the only observed change that could possibly be associated with construction of Phipps Bend Nuclear Plant (PBN).

Trellsinary results of macrophyte sampling in the Holston River during 1981 indicate that changes in eelgrass abun-dance have not resulted from PBN construction activities.

A' final report presenting details _ of constructioa ef fects monitoring will be submitted to your office in December 1981.

Because of these preliminary findings, TVA proposes to halt construction ef fects monitoring of Holston River macrophytes in 1932.

To complete budget and manpower planning for fiscal year 1982, we would appreciate your early concurrence in this acticn.
