SUM!1ARY OF POUER SYSTEMS BRANCH P1EETING A neeting was held October 15, 1981 in Bethesda, Maryland with representatives from Connonwealth Edison Company and Sargent & Lundy to discuss responses to PSB questions and to review electrical drawings. A list of attendees is given in Enclosure 1.
The applicant responded to questions 040.162 through 040.183, which were included with the announcement for this meeting, dated October 2,1981. Enclosure 2 gives a sunnary of the outcome of the discussions as follows:
(1) resolved and no additional applicant action needed; (2) technically resolved but documentation in the FSAR needed; and (3) unresolved.- For the items unresolved, the status of each iten is as follows:
040.164 The Applicant is to provide additional infomation on the automatic transfer of non-Class IE loads betwee. the UAT and SAT. The infomation to be supplied is (a) total time for a fast transfer and (b) typical description of the transfer from a Unit 1 SAT and a Unit 2 SAT.
040.167 The complete response to 040.167 will be covered by the Applicant's
" Fire Protection Safe Shutdown Analysis" which is scheduled to be submitted to the NRC in mid-November, 1981.
040.168 The Applicant will perfom a reliability analysis, sneak circuit and analysis and common-mode failure analysis of the sequencer in 040.169 order to justify the use of a single sequencer. The analyses will be transnitted to NRC after they are completed. The content of the analyses will be primarily qualitative in fom with quantitative data to be added where it is available.
040.170 The Applicant will prepare and transmit to the HRC details of design and operating prwdures that will keep the d-c tie circuit breakers open at all time.s except during the battery discharge test. The battery discharge test is required once every five y3ars.

Guide 1.108, Position C.2.a.5e 040.176 The Applicant will comply with the requirements for the second level of undervoltage protection and the question is resolved. liowever, the Applicant will transnit to the NRC the voltage drop analysis at the 480-volt level along with the pickup and dropout voltage rating of the contactor coils.
040.178 The Applicant proposes to use interrupting devices actuated only by fault current as isolation devices to separate non-safety related loads from safety-related t,;ses.
IIRC-PSB advised the Applicant'that two Class IE circuit breakers in series on a branch circuit would be acceptable. Another acceptabic alternative would be to install a shunt trip circuit breaker that would be automatically tripped by a safety injection signal (LOCA).
Question 040.178 renains open until the method of isolation is resolved.
040.183 At the meeting, the Appitcant's response to 040.183 was that it would not be possible to parallel the SATs of Unit 1 with the SATs of Unit 2, because the only available tie circuit could only be closed by removing ifnks from one SAT and placing them in the tie circuit. However, the drawings still show that SAT 142-1 can be parallele(' with SAT 242-1 by closing circuit breakers 1414 and 2414. A similar tie can be made between SAT 142-2 and SAT 242-2.
This question simuld be held open until the tie circuit question is resolved.
