Clarification and Restructure of Maine Yankee Technical Specification Section 3 - Limiting Conditions for Operations

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Maine Yankee Atomic Power Company hereby proposes the modifications to Appendix A of the Operating License shown in the attached revised pages.

PROPOSED CHANGE Reference is 'nade to the Technical Specifications contained in Appendix A to the Operating License No. DPR-36 issued to Maine Yankee Atomic Power Company for the Maine Yankee plant. We propose to modify Technical Specification Section 3 in its entirety.

REASONS FOR CHANGE The Maine Yankee Technical Specifications were first issued in September 1972. During the last nine years the specifications have been modified and supplemented as a result of plant alterations and new NRC requirements. As a result, the specifications, particularly Section 3 Limiting Conditions for Operation, are not structurally standard and in some cases redundant, incongruent, or lack sufficient clerity.

Furthermore, over the years, the NRC's enforcement branch has taken an ever more rigorous approach to meeting the specific letter of the specifications.

In some cases, unfavorable findings and enforcerrent actions have, to some extent, been attributable to difficulties in determining precisely which specification applies or in interpreting their exact meaning. 6)[Q Reference (b) noted a commitment by Maine Yankee to submit this proposed

SAFETY CONSIDERATIONS This change is submitted in order to clarify, structurally-standardize and otherwise improve section 3 of Maine Yankee's Technical Specification and does not involve an unreviewed safety question. This change has been reviewed by the Nuclear Safety Audit Review Committee and Plant Operating Review Committee.

FEF DETERMINATION i

This proposed change is pro forma, administrative in nature, and has no safety or environmental significance. For these reasons, Maine Yankee Atomic Power Company proposes this change as a Class II Amendment. A payment of

$1,200.00 is enclosed.

SCHEDULE OF CHANGE Maine Yankee Technical Specifications will be changed immediately upon Commission approval.
