telephone conversation on November 10, 1981 between Mr. D. C. Aabye of Offshore Power Systems and

In Supplement No. I to our ECCS/UHI Analysis Report (Offshore Power Systems Topical Report 24A37, Supplement 1), we took the position that the analysis e

performed for a nearly-identical " reference" plant, in accordance with model changes approved by Staff in April 1978, could also be applied to the Floating Nuclear Plant.

Supplement No.1 notes the (few) design differ-ences between the Floating Nuclear Plant and the " reference" plant and demonstrates that these differences would have a minor effect on the results of the analysis, with more favorable results expected for the Floating Nuclear Plant in most cases.

The " reference" plant cited in Supple-i ment No.1 is Duke Power Company's McGuire Nuclear Station.

This analysis is based on calculated data using the April 1978 version of the ECCS/UHI evaluation model and shows that no peaking factor penalty is expected.

I Offshore Power Systems adopts this refinement tc the overall ECCS/UHI performance analysis as being

applicable to the Floating Nuclear Plant, just as

the entire original analysis was adopted in Supple-ment No. 1 to our ECCS/UHI evaluation report. A Floating Nuclear Plant specific analysis will be performed during the final design approval phase.

This analysis will form the basis for the peaking factor limits ultimately embodied in the Floating Nuclear Plant technical specifications.
