This letter responds to the item of nonempliance contained in your IE Report 50-341/81-08. This inspection of Enrico Fenni Unit 2 Site Con-struction activities was perfonned by Messrs. R.N. Sutphin, J.F. Schapkcr and P.M. Byron of NRC Region III on July 23-26, 1981.

Only the cited item of nonempliance is discussed in this reply, as re-quired by Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations.

The enclosed response is arranged in sequence of items cited-in the body of your report. The finding and section numbers are referenced.. We trust this letter satisfactorily answers the concerns raised in your report. We will be glad to discuss any further concems you tray have.

Contrary to 10CFR50, Appendix B, Criterion II and the Enrico Fermi Unit 2 Quality Assurarm Manual, Sections 1.0.1, 1.3.3 and 1.3.6.4, the Project Procedures Manual has not been imintained up-to-date with current forms and practices in that Exhibit B.3-1 of Section 3, Configuration Control, has obsolete sections on the approvals required and the flow pattern for submittal and disposition of: Record (as-built), (DCR) Design Change Request (s), (DCN) Design Change Notice (s), and (ENR) Field Modification Request forms compared to the A402.1 (12-80) form currently in use.

Corrective Action Taken and the Results Achieved The procedures covering Design Change Requests and Design Change Notices have been revised and issued for use. These procedures accurately doc-ument the form currently in use for Record (as-built), Design Change Request, Design Change Notice and Field Modification Requests as well as the approvals required. Forms currently in use cmply with procedural requirements both in format and required approvals.

Corrective Action Taken to Avoid Further Nonempliances Project organizations are aware that procedures must be followed in all areas including the approval of and format of required documents. Quality Assurance has issued a letter reminding organizations performing safety related work of this requirarent.

Date When Full Cmpliance Will Be Achieved The Fermi 2 Project is now in cmpliance with requirements.
