k requirements of. section 140.15(a) provide'NRC with copies of new policies and the copies of the endorsements (i.e., amendments to the policies).

Licensees who choose the' option for self-protection available in ~section

140.15(b) provide NRC with necessary review material.

Respondents to the i

reporting requirement in that section must annually submit certified financial statements for;the previous.three years, and, if a statement..is~ older than 90 days, an uncertified statement prepared.within the 90 day period is required.

Licensees respording to the requirements in section 140.17-provide NRC with a basis to judge the legality and.. reliability of' licensee liability, policies and assure.the NRC staff of updated ;information.

Financial state-ments submitted to NRC by licensees.under section 140.20(c)-are necessary to assurecthat either retrospective premiums are paid when-assessed or the Commission will be required to pay the assessment on behalf.of the licensee.

In the latter case, the Act authorizes the.Comission to. levy liens to obtain payment.

Licensees submitting -reports in response to section 140.21 provide updated copies of their various financial devices which guarantee their payment of deferred premiums and assure the NRC tha.t they maintain adequate financial protection.

Description of survey plan The reporting' requirements of 10.CFR Part 140 affect-approximately 135 licensees.

Tabulation and publication plans There are no plansi:to publish the.information received from licensees pursuant to the application, recordkeeping, and reporting requirements in 10 CFR Part 140.

Time schedule for data collection and publication Upon receipt of the information, NRC immediately begins its review.

There is no publication of data; however, under 10 CFR 140, NRC is required to make a report to Congress.

Consultations outside the agency

There have been no consultations since the initial clearance.

1 Estimation of comoliance burden Section 140.6 To date, two reports have been submitted by licensees under this section covering damages alleged to, have occurred as a result of NRC-licensed activities.

The reports are 3 to 5 pages in length.

Costs for these reports are.8 to 16 staff hours of effort, expended primarily by professional employees.-

j All liability policies are issued by the existing nuclear insurance. pools.

The provisions of this section would become operable only if and when a new insurance carrier enters the market and would require only nominal reproducing and clerical effort.

Section 140.20(c)

This reporting requirement would be used only for those firms which cannot or will not pay the assessed retrospective premium.

The required information would be available as part of a firm's standard financial reporting. system.and.would thus

impose no costs other than nominal duplicating and clerical. costs.,

Section 140.21 Items "a" through "d" would simply require a copy of the appropriate agreement between the licensee and the party providing the financial service.

Cost would thus be nomina'i Item "e" may require information.in a format not normily produced by the licensee in the standardized financial reports.

However, such information should be readily available from the licensee's internal records and should require no more than one staff-day of effort by.the licensee's accounting _ staff.

No licensee who has utilized this method of guarantee (effective August 1,1977) has indicated any difficulty or undue burden in compiling the needed information.
