Dear Mr. Regan:

Thank you for submitting the National Register eligibilit'/ documentation for the three sites referenced above. My staff has reviewed the data and it is our opinion that Area 3, the Waterford Plantation Overseers House Site, and Area 4, the Waterford Plantation Workers Quarters, are eligible for the Register from an archaeological staadpoint, based on the presence of in situ remains and the information these remains have the potential of providing. It is also our opinion thac Area 5, the Waterford Plantation Sugar Mill Site, is not elici.ble for the National Register due to the lack of in situ features and the disturbed nature of the site as a result of plowing. This letter of opinion, along with the eligibility documentation, should next be sent to the Keeper of the Register for his official opinion in accordance with 36CFR63 If any or all of the above sites are determined to be eligible, a Determination of Effect will be re-quired, in accordance with 56CFR800.
