Docket No. 50-394, License No. R-121 Progress Report for Dismantling Plan This is to inform you of our intentions to proceed with the Dismantling Plan for our AGN-201 reactor, which was approved by P. B. Erickson's letter of Oct. 6, 1981. Tentatively we are scheduling fuel removal and shipnent to ORNL about the middle of February 1982.

As suggested by Mr. Collins, Directorate of Licensing, we will have supervision of the dismantling procedure under a currently licensed Senior Reactor Operator. The individual proposed is a local resident, Robert L. Fisher, who has been licensed by the NRC for the following reactors:

Triga (Pennsylvania State University) - License # SOP-2619 Dresden Power Station, Unit 2

  1. SCP-3211 Diablo Canyon, PG&E, Unit 1
  1. SOP-3%1 In addition, he holds a B.S. in M.E. from Pennsylvania State and recently has taken courses in Radiological Control and Protection in preparation for the operation of Unit 1 of Diablo Canyon Project.

Currently he is studying the pertinent documents for the AGN-201 and will soon be familiarizing himself with the equipment and instrumentation in our Nuclear Reactor Facility on campus.

To assist the SRO in carrying out the Plan, there will be a group of four University employees with expertise in the various areas of concern, i.e., John Pickering as Radiation Safety Officer, Dr. A. Rosen in Health Physics, M. Weber as M.E. Lab Technician, and R. Adamson as Reactor Administrator.

There is to be a rehearsal involving these individuals before proceeding with fuel removal; preliminary work will be done on sampling, surveying and calibration of the instruments.

Shipnent of the fuel containers is to be in accordance with instructions from DOE at ORNL, which have not been received as yet.

It is hoped that fuel removal and packaging can be coupleted in less than one working day in order to minimize demands on the various volunteers as well as the Inspector and Health Physics representatives from Region V, USNRC.

Should there be questions, cournents or advice about our proposal, I would appreciate hearing them as soon as possible.
