Nembers of the NRC staff recently held a series of meetines with your o
representatives to discuss interim safeguards measures during the period when certain of your facility activities are suspended (August 31, 1981 to August 31, 1982). During those meetings, it was agreed that revisions to your proposed Modified Safeguards Plan were needed to provide Upgrade Rule capabilities. The plan which you submitted on August 14,1981 in-cluded these revisions.
As you are aware, two issues subsequently arose during the NRC manage-ment review of that plan and its commitments. These issues relate to the search of individuals exiting from vaults and the testing of certain door and motion detector alarms. As I understand the matter, agreements have been reached during telephone conversations on August 31 and September 1 and 2 between our staffs regarding these issues. The plan, as revised by these agreements, is acceptable. To formalize this accept-ance, we are hereby amending Materials and Plant Protection Amendment MPP-1 to your License No. SNM-696 by revising conditions 2.1.1 and 5.2 and adding condition 9.5 as contained in the enclosure to this letter, effective immediately.
It has been determined that Appendix A, the attachment to the enclosure as well as the enclosures to your letters 696-2096 and 696-2099 dated August 7, and August 14, 1981 respectively.contain information of a type specified in 10 CFR 2.790(d). Accordingly, they are deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.

4' ENCLOSURE Docket No.70-734 License No. SNM-696 MPP-1 2.1.1 For the shutdown period of August 31, 1981 to August 31, 1982, the licensee shall implement the Modified Safeguards Plan contained in the enclosure to letter 696-2099 dated August 14, 1981 for Material Control and Accountability at Plant 1.
5.2 Notwithstanding the requirements of 10 CFR 70.51(e)(4)(1) regarding the calculation of a limit of error for inventory difference (LEID), the licensee is not required to calculate LEID for Plant I for the chutdown period of August 31, 1981 to August 31, 1982.
9.5 For the shutdown period August 31, 'C5i to August 31, 1982, the licensee shall implement the physical protectice comnitments of-the Modified Safeguards Plan contained in the enclosure to letter 696-2099 dated August 14, 1981. The commitments of the Modified Safeguards Plan except as modified by the follow-ing condition 9.5A and condition 9.5B of Appendix A, shall take precedence over any existing physical protection requirement as reficcted in license conditions 9.1, 9.2, 9.3, or 9.4.
