GENERAL ELECTRIC C0f1PANY, VALLECITOS NUCLEAR CENTER NIETOtENT APPLICATION DATED OCTOBER 19, 1981, LICEriSE NO. SNM-960, DOCKET NO.70-754, AMETRIENT N0. 22 Discussion General Electric Company, Vallecitos Nuclear Center (VNC) has requested an amendment to License No. SNM-960. The amendment would pemit a one-time enrichment reduction of less than 150 grams of fully enriched uranium. The aluminum-uranium alloy fuel plates and foils currently under the G. E. Nuclear Test Reactor License No. R-33 (Docket 50-73) would be taken in small batches (nominally 15 grams) and processed to produce an enrichment of approximately 4%. The finished product would then be shipped to G. E.'s Wilmington,fl. C. facility.
This work has been perfomed successfully at VNC in the past and does not represent a "new" activity from the viewpoint of experience at VNC. However because Amendment tio. 20 to License fio. Stiti-960 removed " fuel processing" as an approved activity an amendment is necessary for G. E. to carry out this activity. Authorization of G. E.
to perform this work on a one-time basis with an authorization expi-ration date of December 31, 1981 would not be in conflict with the basis used in approving Amendment No. 20.
Evaluation The amendment application was reviewed and evaluated. The review of the proposed revised license amendment and supportive documents has shown that:

process safety, radiological safety or environmental affects of the VNC operations.
The proposed amendment authorizes VNC to process 150 grams of U-235. The expiration date of this authorization would be t
December 31, 1981.
No elements associated with the proposed amendment could be construed as adversely affecting the health and safety of the general public.
_Reconenendations The proposed amendment is interim in nature; has no detrimental impact on safety and environmental aspects of the VNC operations; and the i
changes 1;. the license do not represent any unreviewed safety items.
Therefore, approval of the proposed amendment stated as follows is i
recomended:
" General Electric is authorized to recover 150 grams of U-235 and add sufficient source material to achieve an enrichment of 4% or less. This authority shall expire on December 31, 1981."
