Your letter of October 7,1981, to Colleen Woodhead has been referred ta re for rescense.

The Lacrosse PM11ng Wter Reactor, also known as Genoa #2, was built as part of the At g ic Eneroy Comission's ( AEC) second-round reactor denonstration progran by Allis-Chalmers flanufacturing Company under a contract with the AEC signed in June 1962. The site for the reactor was provided by Oairyland Power Cooperative (Dairyland). The reactor was ooerated initially by Allis-Chalners for the AEC under Provisional Operating Authorizatien 40. DPRA-5, issued on July 3,1967.

It was operatnd by Dairyland fron October 31, 1969, until August 28, 1973, under provisional Operating Authorization No. DPRA-6, and since August 28, 1973, it has been operated by Dairyland under Pro"4sional Operating License Ho.

OP9-45. On October 9,1974, Dairyland filed an application for conversion of the Provisional Operating License to a Full-Tem Operating License.

It was the policy of tho AEC, during the early years of power reactor development and operation, to issue Provisie*al Operating Licenses until it h3d been determined that the plant was operating as expected. This trial period was expected to last for about a year, at which tine a Full-Tem Operating License would be issued authorizing '.cuation for the estinated usaful life of the power plant, which is typ.cally 40 years from the date of issuance of the original construction remit. As more experience was gained in the construction and operation of central station nuclear power plants, this policy was changed to allow the issuance of one Full-Tem Operating License.

The only significant difference between the two types of licenses is in the expiration date. A provisional Licerse has a relatively short expira-tion date, usually about 18 nonths after issuance, whereas the Full-Tern License may have as ruch as a 40-year tem. However, if holders of Provisional Licenses nake timely filings to convert to a Full-Tem License, as has been done for Lacrosse, then the Provisional License continues in effect until the completion of the reviews regarding the conversion u

, request. All other provisions of the license, such as the Technical Specifications for plant operation, would remain the same, unless a need fcr additional requirements is identified during the Full-Tena License review.

After Dairyland's application for conycrsion was docketed in late 1974, the number of safety and environmentel requirements for new power plants rose rapidly. As a result, the Commission staff and Dairyland were not able to make significant progress in issuing the Full-Term License before 1977, when the Systematic Evaluation Program (SEP) started. The Commission then decided to incorporate the Full-Term License review regarding safety issues into the SEP so that the results of the SEP review could provide a basis for issuance of a Full-Term License. We completed our environmental review in 1980.

The objectives of the SEP are to:

1.

Assure the safety adequacy of the design and operation of the oldest currently-licensed nuclear power plants.

(Lacrosse Boiling Water Reactor is one of these plants and is, therefore, included in the SEP).

2.

Establish documentation which shows how these operating plants compare with current criteria on significant safety considerations, and to provide a basis for acceptance of any departures from these criteria.

3.

Provide the capability to make integrated and balanced decisions with respect to any required safety improvements.

While substantial improvements to meet new safety requirements have been made in each of these facilities since they were licensed, the improvements were generally based on analyses of individual systems or safety issues.

The SEP review will evaluate each plant as a whole to determine whether any remaining deviations from current requirements are acceptable or whether additional changes in design or procedures are required.

The plants being evaluated in.this program include seven which have Provisional Operating Licenses, such as LLCrossc, and the results of the SEP review will be used to provide a detailed basis for issuance of a Ft.11-Term License for these plants. We plan to conplete the SEP for Lacrosse by January 1983. A public hearing regarding the license conversion may then be held before the Atonic Safety and Licensing Board, which is considering this application, and the Full-Term License will be issued if the Boart akes a favorable determination.
