Dear Mr. Brunner:
This letter responds to your letter of October 8, 1981 which forwarded the report of the routine inspection of activi-ties authorized by NRC License No. CPPR-95, conducted by Mr.
Rekito of your office from August 11-14, 1981.
Your letter stated that it appeared that one of our activities was not conducted in full compliance with NRC requirements.
The apparent noncompliance and our response follow:
Apparent Noncompliance with 10CFR50, Appendix B, Criterien VI, FSAR Section 17.2.6, and the LILCO Quality Assurance Program Contrary to the above, on August 13, 1981, Startup Manual No. 43, located in the control room and used by persons in the control room, was not adequately controlled.
In addition, the Controlled Manuals Distribution List por ted in Revision 12, dated February 18, 1981 incorrectly assigned Startup Manual Copy No. 43 to a different recipient.
Corrective Action and Results Startup Manual No. 43 was updated and the Controlled Manuals Distribution List corrected during the course of the Inspection.

LONG ISLAND LIGHTING COMPANY Mr. Eldon J. Brunner October 28, 1981 Page Two Steps Taken to Prevent Recurrence All controlled LILCO Startup Manuals on site are now maintained up to date by LILCO Startup personnel to ensure that all site working copies of the Manual are current.
LILCO OQA has commenced quarterly surveillance of this activity to verify that the program is properly implemented.
