Rothberg During the hearing session of July 28, 1976, foll owing Tr. 2536, the Staff testified that the 3/4 inch thick steel plate on the exterior wall of the central control room for the captioned facilities would be able to withstand the postulated tornado missile spectrum. However, based on full scale tests (Calspan Report No. HC-5985-X-1, February, 1977) and scale model tests (Southwest Resecrch Institute Report No. 02-4503-001, January 28,1977), it was discovered that a 3/4 inch thick steel panel is only marginally capable, at rcom temperature, of preventing penetration by the worst case tornado missle in the spectrum postulated by the Staff for the FNP. That missile is a schedule 40 4
steel pipe, with a diauleter of 12 inches, a length of 15 inches, and a weight of 743 lbs, impa '% at 211 feet /second.
In a letter dated November 22,1976, D.4. ". arc was informed by Staff counsel, that as a result of the Cae gan v., the Staff would be re-evaluating its
' testimony with regard to ACCCE Contention 9.

T 2-The Applicant subsequently infonned the Staff that the design of the FI4P has been changed and that the steel plate thickness has been changed to one and one-eighth inches. The Staff has examined that design change and has concluded, based upon review of the above-mentioned reports and by independent calculation, that a one. and one-eighth inch thick steel plate will conservatively provide penetration protection against the full spectrum of tornado missiles postulated for the FNP.
