ORDER The Commission is inviting parties to file comments with it on whether the Licensing Board's partial initial decision on hardware / design issues, emergency planning and the separation of. Units 1 and 2 should be made immediately effective if that decision is favorable to restart.
The Licensing Board is expected to issue its decision on those matters in early December.
Comments on that decision must be received by the Commission within 20 days af ter the issuance of the Board's decision.
Reply comments must be received by the Commissi6n within 7 days thereafter.
In their comments, the parties should also specifically address whether the Commis-sion should make a decision on restart within 35 days after the issuance of the Licensing Board's partial initial decision described above, or defer its 593 8112010d91811130 9 3 3 /
