Dear Chairman Carter:

In its order dated November 13, 1981 the Licensing Board characterized the New York State Attorney General as appearing in this proceeding on behalf of New York State.

By letter dated November 17, 1981 the New York State Energy Office objected to this characterization.

Please note that our petition for inter-vention made no claim that we were the sole representative of the State.

The Attorney General, who is an independently-elected official, claims to be one representative of the State, and the Energy Office does not object to our appearing in that capacity.
