' %OR !JSE IN UN!T ! ONL'y Revision 1 THREE MILE ISLAND NUCLEAR STATION UNIT NO.1 EMERGENCY PLAN IMPLEMENTING PROCEDURE 1004.21 EMERGENCY REPAIR /0PERATIONS 1.0 PURPOSE To provide guidance for the fonnation and direction of repair parties.

The Energency Repair / Operations Team Leader is msponsible for implement-ing this procedure when directed by the Emergency Maintenance Coordinator.

2.0 ATTACHMENTS No attachments.

3.0 EMERGENCY ACTION LEVELS 3.1 This procedure shall be implenented when it becomes necessary to:

j a.

Manipulate or repair equipment in onfer to substantially reduce in-plant radiation levels or radiation exposure to the general public.

b.

To perfonn equipment repairs and operate plant equipment to stabilize plant conditions.

c.

To perfonn other repair actions deemed necessary and autho-l rized by the Emergency Dimctor.

d.

Have the Emergency Maintenance Coordinator assemble an Emer-gency Repair / Operations Team (s) and appoint a team leader.

l NOTE:

Repair teams should consist of at least two (2) volunteers with the necessary qualifications to perfonn the assigned operation (Operations, maintenance, etc.).

Initial s 4.0 EMERGENCY ACTIONS 4.1 When necessary, request radiological controls support (team monitor) from the Operations Support Center Coordinator.

Initial s 4.2 Designate a Comunicator; maintain communications and record keeping per procedure 1004.5.

4.3 When necessary, direct team member to obthin any safety equipment that may be requimd, including portable radio (s).

4.4 Ensure that all equipment to be used by the team is furiction-al. Perfom a radio check on the designated fmquency.

4.5 If radiological hazards exf., ersure that the team is briefed in accordance with Attachnent I of "In-Plant Radiological Controls During Emergencies" (1004.9) by the Radiological Controls Coonfinator or his designee.

4.6 If radiological hazards exist, ensere that each team is equipped with the appropriate monitoring equipment per Attach-i ment II of "In-Plant Radiological Controls During Emergencies" (10 04.9).

4.7 Ensure that communications, at predetemined intervals, are maintained with the Emergency Maintenance Coordinator via M and I system, plant page or radio.

4.8 Proceed to the designated area with Radiation Survey meter I

turned on, using Radiological Control precautions.

4.9 When appropriate, and when the repair team's cperations are j

completed, conduct a debriefing in accordance with "In-Plant Radiological Controls During Emergencies" (1004.9), Attachment 1
