REVIEW OF LICENSE AMENDMENT APPLICATION DATED OCTOBER 9,1981 AMD ITS SUPPLEMENT DATED OCTOBER 23, 1981, DOCKET NO. 70-2936 I.
Background
By application dated October 9,1981 and its supplement dated October 23,1981, Mississippi Power & Light Company (MPL) requested authorization to transport the neutron detectors from the warehouse to a temporary room in the Turbine Building where they w111 be assembled prior to taking them into the Containment Building for installation in the reactor core vessel.
II.
Discussion Materials License No. SNM-1882 authorizes MPL to transport the detectors from the warehouse to the Containment Building where they may be assembled prior to installation in the reactor core vessel. While construction work and testing are still going on under the reactor vessel, there would be restraints on assembling the detectors in the Containment Building.
To expedite the assembling of the detectors without restraints due to construction, MPL is constructing a temporary detector inspection and assembly room in the Turbine Building. After assembly into their dry tubes, they will be packaged and either stored in the inspection and assembly room or moved to the Contain-ment Building for installation in the reactor vessel.
The detector inspection and assembly room is a completely enclosed structure.
j The room is constructed in the Turbine Building to preclude interference from surrounding construction activities. When the room is unoccupied, it will be locekd. The lock and key will be controlled by security. The inspection and assembly area will be checked by a periodic security patrol. Fire extinguishers and smoke detectors will be provided at the inspection and assembly room for fire protection.
Radiation protection personnel, under the direction of the Radiation Protection Manager, are responsibit for implementing (according to written plant procedures) any required radiation protection measures such as posting of radioactive I
material areas, perfoming contamination surveys, or providing personnel l
dosimetry.

g NOV 5 1981 The amendment application and its supplement were discussed with Mr. A. R.
Wagner, Region II (Resident IE), and with Mr. M. D. Houston (NRR Project Manager). Neither one foresaw any safety or environmental related problem' with authorization to assemble the detectors in a temporary inspection and assembly room in-the Turbine Building.
III. Conclusion The controls associated with the assembly of the neutron detectors in the temporary inspection and storage room are adequate for the protection of the health and safety of the operating personnel, the public and the environ-ment.
Issuante of the license amendment request is recomended.
