,.On Novenber 10, 1981, I sent you and the commission a Western Union mailgram requesting an immediate invdstigation of the p,ossibic health hazards and I also questioned 2the economic necessity of a proposed multi-million dollar high voltage l'.

Ovar. two weeks have gone by and I have received no word from yor or the Commiss' ion about this matter, Mound November 20, 1981, I sent each Georgia Public Service Ccmmissioner a personal--letter requesting a public hearing on.the matter before construction of the high voltage transmission line is started or well underway.
I also enclosed an article from Environment Magazine entitled High Voltage Lines: llazard at a Distance.
As of this date received no phone call or other communication in a public bearing from your or the commission.

.a I have spent fou days making long distance telephone calls, at my expense, to scientists, energy experts and technicians, cut-of-state Public Service Com-missions and Federal and state officials-who have dealt with the problem in other states. I have gathered a g'reati deal of documented information, testimony, studies, and reports that point to potential health hazards brought on by high voltage transmission lines,
._In the opinion of many Georgia Power Company has been unfair and insensi-1 tive'to the peopic in this area ci :~he state about the entire matter. Very little informa' tion has heen forthcoming nom the power company. Why has no localized environmenta! health impact study been released to the general public by the Georgia Power Corapany. (There is " independent evidence" that points up health hazards brought on by high power transinission lines.) Why has no area-wide public infor-mation meeting been conducted by the h.gia Power Company? Why has no localized future energy needs study been released to the general public by the Georgia Power Company? (Future energ/ projections by a special task force has indicated a very low growth level for energy in the state.) Are they trying to keep the matter as quiet as possible until construction is completed or well underway?
In light of the above facts, I am again reguesting that the Georgia Public Service Commissicn consider conducting two public hearings in our area of the state about_the matter.
I,suggest that the first public hearing be held by the Public LService Commission for the gurpose of Coorgin Power Company officials presenting a loh.Hizedenvironmentalhealth-imoactstudyand-aElocalir.edfutureenergyneedsp6k stgd2 to the people about the entire tatter of high voltage transmission lines. g This hearing should also allow.ths neonle to ask ouestions of the power company 3* N cfficials and the studies.

It is :urther suggested for your consideration that the Public Service Com-mission conduct a second public hearing, in our a va of the state, a month later,

after the Georgia Power nearing,. at which time the general public can testify as well as scientific experts who have had time to evaluate any localized environ-mental health impact studies or_ localized future energy needs studies that Georgia Power Company MAY have presented at the first hearing.
After both hearings have been held, it is,uggested for your consideration that a detailed scientific ihvestigation be made by the Public Service Commission into the entire matter.
It'is suggested that scientific experts be hired that have no connection with the electric power companies. (It has been reported that power companies have at times hired certain rescrach scientists on their own in contro-versies such as this o'e.
This practice many times places a cloud over the re-n sults of their findings.) An independent scientific study conducted by scientists with no " axes to grind" and no power company connections is the way the New York, Public Service Commission handled the problem in their state. Once the hearings and independent scientific investigation has been completed, then the Georgia Public Service Commission would be in a nuch stronger position to make a judgment concerning the construction of high voltage power lines in our area.
It goes without saying that both nublic hearings and the scientific investi-gation should be conducted by tbc Public Nervice Commission BEFORE any construction of the high-voltage transmission lines is started or well underway in our area of the state.
This is the American way!
The above suggestions and requests are made to you in the people's best interest and for their welfare.
