SUBJECT:

BYRON - SUMMAPY OF MEETING HELD ON OCTOBER 14, 1981 A meeting was held at the Byron plant site on October 14, 1981, to discuss their responses to our questions raised during our review of the Byron FSAR.

A plant tour to examine special areas of interest was conducted following the di scu ssions.

Before leaving the plant site, a meeting was held to review and summarize our findings at the earlier meeting and questions raised during the plant tour. An attendance list is attached.

As a result of our discussions, it appears that most of our current open issues will be answered by CE by the end of October.

We have two areas that may remain open items.

331.03 The applicant was unable to specify the individual or group of indi-viduals who were perfoming fomal ALARA reviews of the plant during construction. This infomation was orginally requested in August 1978.

If fomal ALARA reviews are being perfomed by Commonwealth Edison (CE) the appli' ant should provide the names, position, and training and c

experience of the individuals (Table Q331.3-1).

If no formal ALARA y

reviews are being perfomed by the CE then they should develop and begin a review program as soon as possible. There was a clear commit-ment for such reviews in the PSAR and CP SER. These reviews may be perfomed by S&L.

331.24 Individuals authorized to make committments for Commonwealth Edison concerning their HP/ Chem organizational structure were not present at our meeting. Therefore, Q331.24 will probably remain an open issue in our draft SER. The plant personnel stated that all of Commonwealth Edison nuclear power plants have the same organization structure; therefore, this was a general issue that could only be resolved by corporate management.

F. Congel OCT 2 91981 Listed below are other comments and committment made during the meeting 331.25 Additional information on the steps Byron will take to ensure a backup to the RPM in the event of the RPM's absence will be provided for our review.

331.28 Table 12.5-2 of Cyron FSAR will be revised to show instruaents capable of measuring up to 10,000 R/hr per Regulatory Guide 1.97.

331.29 Table 12.5-1 will be revised to show the minimum number of respirators available for routine use.

331.30 The applicant will describe how their bioassay progrz:n will deviate from Regulatory Guide 8.26.

Sal.33 The applicant will provide addittnal information regarding the sensiti-vity of their airborne radioactivity monitors. They will confirm that these instrume_nts are capable of detecting 10 MPC - in compartments which may be occupied and may contain airborne radioactivity.

The meeting with Commonwealth Edison was successful in that the applicant now has a clear understanding of our questions and should provide appropriate written responses. However, items may remain open in our draft SER. We will continue to interact with Commonwealth Edison to resolve these issues.
