SUBJECT:
SUIMRY OF MEETING On October 19, 1981, a meeting was held in Bethesda, Maryland with Louisiana Power & Light Company to discuss the plan to attain adequate staffing and training for Waterford 3 by the scheduled fuel load date. A list of attendees is attached.
LP&L appears to have made progress in staffing with only twc critical positions remaining vacant. These are the TrMning Director, which they expected to fill by llovember 15, and the Plan'. ogineering Supervisor, which they expect to fill by November 1.
These positions are critical for the NRC management audit which is scheduled for December 8,1981.
The Management Control System is presently under development. A draft of the program manual will be completed by December 1.
LP&L has identified those procedures which must be in place by our audit and is giving them priority.
The staff was asked to verify that all the procedures we will raiew during the audit have been given priority. Mr. Benedict agreed to review their list and alert them of any missing procedure by October 30, 1981.
LP&L currently has 34 candidates for operators licenses in their training program. These 34 plus the three that are expected to join them within a-month t.ppear to satisfy the staff's requirements for. minimum staffing.
However, LPSL must submit infonnation on their " pipeline" of operators to assure that they will continue to be adequately staffed. We will provide ther with an exanple of a satisfactory submittal.
