Suoject: Public Emergency Alerting System (PEAS)
Cear Sir:
In response to your letter, Reference (b), Maine Yankee is pleased to report that the prompt notification system required by 10CFR50 Appendix E, IV.D.3 has been installed as of this date and is capable of full operation with the minor exceptions noted below.
The Public Emergency Alerting System consists of several diverse and reduncant mechanisms to alert the puolic within the plume exposure EPZ in the event of a radiological emergency. The fixed sirens, mobile sirens /PA systems, pager/ monitoring devices, and NOAA weather radio are the basic components of PEAS and they are described in detail in 4pendix 3 to Reference (c).
The fixed siren component of the Public Emergency Alerting System (PEAS) will undergo operational testir.g the week of July 27-30, 1981.
The FOAA weather transmitter system and pager dispatching systems have been successfully tested.
The Public Emergency Alerting System as described in Appendix 3 to Refarence (c) has been installed with the following exceptions:

The six pager/ monitors scheduled for the town of Southport have not been received from the vendor at this writing.

S. toclear Regulatory Commission July 24, 1981 Attention: Director of POclear Reactor Regulation Page 2 As a compensating measure, Maine Yankee has installed a siren in Southport, augmenting their existing fire notification system. This fire siren system will be actuated in the event of a radiological emergency, summoning the island's volunteer fire department who would then alert the public through the use of the mobile sirens described in detail in Reference (c).
Thus, the fire siren used to activate notifier teams compensates for the temporary lack of pagers.

The town of Edgecomb has steadfastly refused to accept a gift of PEAS equipment from Maine Yankee. Maine Yankee has, however, installed a 50 HP fixed siren in the town that should adaquately provide the alert signal to the inhabitants of the town.
In addition, the NOAA weather radio transmitter with tone alert capability blankets the entire area, Edgecomo included, with a clear strong signal.
In light of the town's unwillingness to accept any PEAS equipment, Appendix 3 to Referance (c) will be revised in the near future to indicate that notifier teams called into action with pager monitors, alerting the public by use of mobile sirens and public address systems, will not be part of the PEAS in Edgecomb.
We will indicate to the town that we will De willing to discuss this matter further should the town reconsider its' rejection of our gift o ffer.
