Amendment No. 20 to License SNM-960 removed " fuel processingMas an approved activity. Therefore, General Electric requests an dendment to SNM-960 which will permit the one-time enrichment reduction of less than 150 grams of fully enriched uranium.
The material in question is in the forms aluminum-uranium alloy fuel plates and foils currently possessed by the G.E. Nuclear Test Reactor (NTR) under License R-33 (Docket 50-73).
It will be taken in small batches (nominally 15 grams) to Building 103 where it will be dissolved in sodium hydroxide and the uranium separated from the aluminum. Suf-ficient uranyl nitrate (depleted uranium) will be added to produce an enrichment of approximately 4%. The uranium will then be precipitated, dried in a furnace, and pulvarized. The finished product will be shipped to G.E.'s Wilmington, N.C. facility.
This work has been performed successfully at VNC under our previous lic-ense conditions and does not represent a "new" activity from the view-point of experience. The work will be performed under a Change Authori-zation as required by License SNM-960.
In view of the small amount of materials involved, the minimal safety questions involved, and our previous experience, General Electric requests an amendment to perform the work outline this amendment on a one-time f r ),,
