on October 19, 1981 the Commission published an announcement that Public Service Company of New Hampshire, et al. had filed an l

application for facility operating licenses for the Seabrook units.

I The office of the Maine Public Advocate has been established, pursuant to 35 M.R.S.A.

S 1-A, to represent the Maine using and consuming public in matters affecting the customers of any utility doing business in the State of Maine.

Three major Maine electric utilities, Central Maine Power Company, Bangor Hydro-Electric Company and Maine Public Service Company, are among the joint owners of the Seabrook nuclear units.

In addition, many residents of Southern Maine live within a relatively short distance of the Sea-brook site.

The Office of the Public Advocate requests a reasonable opportunity, pursuant to 10 C.F.R. 5 2.715 (c), to participate in the Seabrook licensing proceedings.

We would request that we be placed on the Commission's service list and informed of all proceedings before the Commisrion rec,.rd-ing the Seabrook operating licenses.

I also certify that a copy of this letter has been sent to the Executive Legal Director and the firm of Ropes and Gray.
