@A 81 W 24 All:02 15ECRETARY November 13, 1981 v."L aG & SERvlCE dRANCH Nunzio Palladino, Chairman Nuclear Regulatory Commission Washington, D.C.
20555 Mr. Palladino:
I am writing as a concerned citizen and an angry parent.
I am an active volunteer for the " Campaign to Stop the Restart of TMI" and the mother of a six year old son.
My main concern, of course, is the health and safety of my son.
He was three years old when the accident occurred on Three-Mile Island and, due to the inefficiency, confusion, ignorance, and negligence of General Public Utilities (GPU) and Metropolitan Edison, I have no doubt that my son has been adversely affected, in one way or another, by such an occurrence.
Agreed, the affects are not immediately visible.
However, the fact that it will be fifteen to twenty years before parents, such as myself, will know the physical and emotional bearing the accident has had en our children has caused immeasurable anxiety.
Is the almighty dollar worth the chance of risking thousands of lives?
Being involved in the Campaign has introduced me to the fact that much of the nuclear industry's motives are politically oriented.
I hear very little about concern for the people of Harrisburg and the surrounding areas that are directly affected by Three Mile Island.
We are the people' We should be, we must be, the main concern in the decision you are facing.
Would you live in Middletown, Goldsboro, or Harrisburg?
Would you subject your family and friends to the possibility of a nuclear accident that could destroy your home and threaten the health and safety of your loved ones?
I would wager j
not.
It's very easy to make a decision that affects thousands of lives L
when your life is not one of them.
It completely baffles me that
(
such a crucial decision can be made without the consideration of j
the thousands of people whose lives it will touch.
The only consideration that I hear is money.
Sven when the people try to force i
you to consider them, you turn your head.
In fact, I wouldn't be I
l [%C surprised if you never see this letter.
The people have been ignored
_f to the point that, in order to get your attention, they must file i
l
-suite and ask the courts to force you to take into account what fh should be the primary consideration.
It's a shame that the goyle's. ~
them taking such drastic me,a,Whed T/ /.R.u voice will not be heard without y

Nunzio Palladino -November 18, 1981 On Monday, November 16, I,-along with other members of' the " Campaign;to Stop the Restart", attended an NRC Advisory-Panel meeting in Lebanon.
Anti-nuclear groups were given an opportunity to " speak their piece"-and the Panel ~ listened, but they didn't really hear what we were trying to say.
They patronized and pacified _us. rI strongly urge you to consider allowing the people of Harrisburg to voice their opinions.
'I think we have been shoved into the background and treated like children long enough.
We are not children, and we have a right to express our views and beliefs.
After all, it's our lives, our children's lives, and i
[-
our homes you're playing with.
It's time we have a say in what-happens in our environment.
R I leave you with this. thought.
How would you feel if TMI Unit-1 were allowed to reopen and another' accident occurred, perhaps worse than the 1979 accident?
You know as well as we do i
that it 'i2 highly possible and we're not willing to take the risk.
Of course, it's always easier to gamble with someone elses money.
You wouldn't be around to feel the anxiety, the fear, so maybe that's why you treat the people's feelings so casually.
Since you won't be directly affected, why should you care?

The Nuclear Regulatory Comission decides next month whether t allow Three Mile Island, Unit 1, the undamaged reactor, to r*Shpeny 24 A11:02 We think they should say "NO" because:
..I
.. SECRETARY r.
- m. qG & SERVICE The same people are in charge of 6Pdiluclear (formerly itET-EDT/ttCH the company that runs the plant, as were in charge at the time of the accident.
GPU pledged to make safety-related design changes'in Unit 1 resulting from lessons learned in Unit 2 accident. flow they want to reopen without making these changes.
Two THI Reactor operators were found to have cheated on their licensing exams,GPU doesn't want its staff retested.
GPU still has to clean up the damaged Unit 2 Reactor. The clean-up will be long and dangerous, both to workers and the public.
Can, or will, a bankrupt utility run a nuclear power plant safely thile performing a billion dollar clean-up?
4 Evacuation plans for school districts in the vicinity of TiiI do not exist, nor does a plan to protect farmers and their livestock in the event of an accident.
Withcut T!!I in operation, the Pennsylvania - fiaryland - New Jersey area will have a 27% base over-supply of electric power for the next 10 years - and electric power e.onsumption is going down.
GPU's costomers electric bi11s will not necessarily go down if T!!! 1 is restarted.
3PU has asked for a rate increase for after Unit 1 goes on line.
The people who brought us the accident have not learned the lessons of TMI.
Would you trust them... ?
Acain???
If not, write to the ilRC and tell them to say "M" to the restart of TMI Unit 1.
