ENVIRONMENTAL QUALIFICATION OF NSSS EQUIPMENT TO IEEE-323-1974 -

HTRD-50-518/81-16. -519/81-12, -520/81-14, -521/81 PBRD-50-553/81-17, -554/81-11 The subject deficiencies were initially reported to NRC-0IE, Region II, Inspector D. Quick on July 10, 1981 as NCR's HTA NEB 81-04, HTB NEB 81-05, and PBN NEB 81-03 Our first interim report was submitted on August 11, 1981. Upon further evaluation of the deficiency, we have determined that this TVA-identified item should not have been reported under the provisions of 10 CFR 50.55(e). We have enclosed a summary of of our evaluation and consider it to be TVA's final report on this item.

l (NSSS) equipment to IEEE Standard 323-1974 as stated in GESSAR and I

as required by the STRIDE contracts. Instead, some equipment was I

qualified to IEEE Standard 323-1971.

Discussion In conversations between GE and TVA concerning the environmental qualification of NSSS equipment, GE stated "... none of the NSSS equipment has been qualified to IEEE 323-1974 (Qualification was'to IEEE 323-1971)." GESSAR Section 3 11.2.2.2 (and NRC Safety Evaluation Report Section 3 11) states that 1E electrical equipment will be qualified to IEEE 323-1974.

In GE's response to TVA on these NCR's GE explained that they have procedures in place to ensure that all NSSS Class 1E electrical equipment is shown to be qualified to IEEE 323-1974. GE's QA program and procedures do allow for the shipment of equipment to the sites for which the generic qualification program is not yet complete. However, the applicable procedures also require that a conditional shipping release be prepared which documents the temporary lack of qualification for theiqu'ipment.

TVA will investig' ate the implementation of procedures controlling the receipt and identification of equipment shipped under a conditional release. Any discrepancies in the implementation of these procedures will be documented through TVA's QA program.
