Justification Following the event at Three Mile Island, the Emergency Notification System (ENS) was installed and operational on June 1,1979, at all operating power reactors and selected fuel facilities. The ENS is a dedicated telephone system, inaccessible to individuals without an ENS (" hotline") telephone, and intended a be used by licensees to report to the NRC all events or condi.tions t: 2t may endanger the public health or safety. The system is also used as the continuous and dedicated communications link to the site throughout the NRC's involvement in the response to an incident.

Due to the short time allowed for the system design and installation of the ENS nationwide, certain problems were not properly addressed.

These include problems such as false rings, lack of circuit assurance, and reduced voice quality when multiple extensions are in use. Although a number of modifications have been made to the ENS to improve its capabili-ties or alleviate some imediate problems, a major system upgrade is required to raise the reliability of the ENS to the level necessary for its vital use. This upgrade is now reaching the stage of implementation, and AT & T needs infomation concerning support facilities at the sites to interface with the new station packages being installed. To supply this information, the NRC intends to survey all licensees that have, or will soon have, ENS service and determine the availability of these support facilities as outlined in the enclosure to the draft letter to the licensees.

AT & T has proposed initiatin~g the upgrade in August 1981 with a projected completion date of October 1981.

Scheduling the sites to receive this upgrade depends on the existing or future availability of the necessary support facilities. Therefore, it is necessary to expedite the collection of this information to enable AT & T to effectively schedule the installation.

Description of Information Being Requested Seventy-six sites will be surveyed.

In general, the information needed relates to cable and wiring requirements of the ENS upgrade and the space available for placement of the associated equipment.

-7 survey will detemine the availability of backup 4Tectrical and identify scme adminstrative requirements necessary to accomplish the upgrade.. The enclosure to the draft letter specifies in greater detail the information being requested and provides details about the upgrade.

Tabulation and Publication Plans l

The infomation collected in this survey will be used only for the ENS upgrade, but the records will be kept as part of the permanent file on emergency communications.

Time Schedule for Data Collection and Publication There is no intention to produce a specific publication based on this infomation request. The letter will be sent to licensees in June 1981 and the response is expected to be completed by July 1981.

Necessity The Emergency Notification System serves as the primary means of initial notification for licensees reporting emergency conditions at their sites and continuing communication from a site during an emergency. Therefore, 1

the reliability of the ENS is an integral part of the NRC's ability to 1

respond to suqh emergencies and perform the agency's-statutory responsibility of protecting the public from nuclear accidents and assuring the licensee take. appropriate actions to mitigate the impact to the public of any accident.

11. Copy Requirements This report requires one copy of the infonnation being gathered from licensees.

Record Retention Although the primary need for this information is to allow the modifications necessary to upgrade the ENS, the data will become part of the permanent and essential record of the licensees' communications configuration.

DRAFT LETTER TO LICENSEES Immediately following the accident at Three Mile Island, the Nuclear Regulatory Commission installed a nationwide Emergency Notificatio System (ENS or System) to facilitate notification to the NRC of events and conditions at Licensed activities which may af fect the public health and safety. The ENS is basically a dedicated telephone system connecting selected nuclear facilities to the NRC Operations Center. While the ENS is currently in use, it experiences a number of operational problems including false rings, lack of circuit assurance indication, and reduced voice quality when multiple extensions are in use. A system modification has been developmed by the NRC and AT&T to overcome these difficulties and additionally, to provide ringing in the Resident Inspector's office when the ENS circuit is activated by Licensee personnel.

The NRC staff is currently developing a recommendation to revise NRC regulation to require use of the ENS as the primary means of reporting events and conditions specified in 10 CFR Part 50.72.

The current timetable has October 1981 as the target date for when the revisions would become effective as final rules.

In prder to facilitate scheduling of the system upgrade, the NRC needs information from the Licensee on support which will be available at Licensed activity sites prior to actual implementation of the upgrade.

Additionally, NRC str.ff members wish to coordinate our planned actions to upgrade the system with appropriate licensee telecommunication planning personnel.

Resident Inspector's Office Specific locations may vary due to site-specific conditions. The primary location at each power plant is the Control Room. The station package for the ENS colocated with the Control Room wiLL normally serve the TSC and may serve other extensions.

This station package also serves the-auxiliary packages for the site.

It is designated the Main Control P,ackage and is described in further detail in a subse-
