HRC STAFF MOTION FOR EXTENSION OF TIME TO RESPOND TO REVISED CONTENTIONS The NRC Staff moves for an extension of time until Friday, Novem-ber 27, 1981 to file its reponses to the Revised Contentions of Zimmer Area Citizens (ZAC), Dr. Fankhauser, City of Mentor and County of Clermont.

At the prehearing conference held in Cincinnati, Ohio on October 29 and 30, 1981, the City of Mentor and County of Clemont filed statements of issues to be heard. The prehearing conference was principally con-cerned with the specificity and basis of those proposed issues and with the specificity and basis of the contentions already filed by ZAC and Dr. Fankhauser. The Licensing Board permitted the City of Mentor, Clermont County, ZAC and Dr. Fankhauser to file Revised Contentions which would provide more specificity and basis.

Said revised contentions would be filed by November 12, 1981 for ZAC and November 13 for Mentor, Clermont and Dr. Fankhauser.

The Staff received ZAC's 68 pages of revised contentions at 3:30 PM, Friday, November 13, 1981 and received the revised contentions of Mentor,'

Clermont and Dr. Fankhauser after 4 PM on Monday, November 16, 1981. The Staff cannot adequately address the myriad of specifics contained in the go?

revised contentions in five working days. The revised contentions will set thc framework for the hearing on emergency planning. The importance of the revised contentions warrants an additional five working days for the Staff to write a more reasoned and thoughtful response -

and the sheer nunber of specifics to be addressed prohibits the care and attention that the revised contentions deserve being given to them in 4-5 working days. Therefore, the Staff moves to extend the date for-filing its response to the revised contentions from November 20, 1981 to November 27, 1981. This extension should not' delay this proceeding.
