SUMMARY

OF ltEETIflG WITH LRG I AND LRG II ON OCTOBER 29, 1981 On October 29, 1981, a meeting was held in Bethesda, flaryland, between the flRC staff and representatives of LRG I, LRG II and their consultants to discuss in-core themocouples for BWR's. General Electric Co., as con-tractor to the LRG groups, discussed and presented results of a risk assessment study utilizing in-core themocouples. An attendance list is provided as Enclosure 1.

A copy of the view graphs highlighting the GE presentation is provided as Enclosure 2.

The conclusions of the risk assessment study perfomed by GE re:

'It will cost a minimum of $600,000 and 100 manrem per plant (assuming in:tallation after power operation) to install A

in-core themocouples. Subsequent maintenance will require

The staff indicated that they would like to receive a fomal submittal including details and resultsof this study. LRG indicated thht this could be provided in about 1 month. Additionally, LRG stated that the more general study of utilizing in-core themocouples in BWR's, that is being perfomed by S. Levy Associates, will be provided to the staff in about 1 month, omce >

NOV 101981 Mr. Rubenstein indicated that there is a draft letter to applicants currently before the Commission for review requesting them to analyze numbers, location, etc., for placement of in-core thermocouples. He indicated that the industry will have an opportunity to present their case on this subject to the ACRS.

Currently, SER's are being written for BWR/4, /5 and /6 plants with a license condition to incorporate in-core themocouples into the ICC monitoring system prior to June 1983. LaSalle and Grand Gulf are the first plants of the BWR near term OLs scheduled for fuel loading. Both plants anticipate fuel loading early in 1982.
