Dear Dr. Wogman:
I have reviewed your revised protocols (dated September 16, 1981) for the mini-engineering assessment and full-engineering assessment (EA) to be implemented in Edgemont, South Dakota. Changes to the draft protocols (dated August o, 1981), which were discussed with you in my letter of September 9, 1981, have been adequately addressed in these revised protocols.
You are hereby authorized to conduct both mini-engineering and the full-engineering assessments utilizing these revised protocols. Also, at this time, in order to provide as much information about the number of properties which require remedial action and of their associated costs, you should emphasize completing all of the full-engineering assessments as soon as nossible.
