Bechtel Power 00:poration Los Angeles Power Division Docket No. 99900521/81-02 NOTICE OF NONCONFORMANCE B'ased on the results of an NRC inspection conducted on September 28-October 1, 1981, it appears that certain of your activities were not conducted in accordance with NRC requirements as indicated below:
Criterion III of Appendix B to 10 CFR Part 50 states: " Design changes, including field changes, shall be subject to design control measures comensurate with those applied to the original design aa.d be approved by the organization that perfomed the original design unless the applicant designates another responsible organization."
Appendix 17A (Bechtel Quality Program) of the Alvin W. Vogtle Nuclear Power Plant (VNP) PSAR states in part, "Bechtel Power Corporation policy requires that proposed changes to the design require review and approval by the design group that was responsible for the orig'nal design. Specifically, this requires that changes to design requirements or.capleted designs produced by project engineering, which may be proposed by suppliers, contractors, Georgia Power Company Construction, or others, must be reviewed and accepted by Project Engineering prior to implementation... construction site changes to engineering design are documented by means of change notices or change requests which require authorization by Project Engineering."
Contrary to the above, revision 3 to Section 17 of the VNP Project Reference Manual (Project Procedures) states: Field Change Notices (FCNs) are originated by Georgia Power Co. (GPC) field operations in accordance with GPC field proce-dures to notify Bechtel Project Engineering to make changes in approved engineering drawings, specifications, or other design documents to reflect changes made in the field. FCNs do not require prior approval by Bechtel Project Engineering before the change is implemented in the field.
