ORDER October 28, 1981 Oral argument on the pending appeal of the Utility Workers Union of America, AFL-CIO,-and the Michigan State Utility Workers Council will be held at 9:30 a.m. on Tuesday, November 17, 1981, in the NRC Public Hearing Room, Fifth Floor, East-West Towers Building, 4350 East-West Highway, Bethesda, Maryland._1/

Each side will be allotted a total of forty minutes for the presentation of argument.

The Union appellants may reserve a portion of their time for rebuttal.

That appeal is from the Licensing Board's July 31, 1981 order denying the Union's request for a hearing on portions of a March 9, 1981 order of the Director of the Commission's Office of Inspection and Enforcament.

In preparing for argument, counsel may assume that the members of this Board will be familiar with the decision be-low, as well as with the appellate positions of the respective parties as set forth in their briefs now on file.

For this reason,.-it will not be necessary for any counsel to engage in a detailed recitation of the background of the controversy.
