Joseph M. Farley Nuclear Flant-Units 1 and.2 ECCS Analysis /Fn Technical'Sqpcification Change Alabama Power Company proposes to plug the first row tubes of all steam generators on Farley Nuclear Plant - Unit I during the current turbine generator repair outage. Plugging the first row of steam generator tubes will correspond to a tube plugging level higher than that assumed in the Farley large break LOCA/ECCS analysis currently on file with the NRC. To allow such plugging a proposed revision to the Fg limit in Technical Specification 3.2.2 for both units is enclosed along with a detailed safety evaluation for such revision.
Accordingly, Alabama Power Company has performed the required ECCS reanalysis utilizing the February 1978 Westinghouse Evaluation Podel. The results of this analysis are provided as part of the limit in Technical safety evaluation in support of the change to the Fg Specification 3.2.2.
This analysis confirms that the Farley Plant ECCS system performance meets the acceptance criteria of 10CFR50.46.
In order to take advantage of the current refueling outage, the plugging of the Unit 1 tubes is scheduled to begin during the second week of December, 1981.
It is therefore requested that this change be approved by December 7, 1981.
Farley Unit 2 is docketed as part of this request in order to have an approved analysis on file with the NRC to allow Alabama Power Company an option of plugging if it becomes necessary due to first row cracking developing on this unit.

_has determined that the change does not involve an unreviewed safety question as shown in the enclosed safety evaluation. The Nuclear
_0perations Review Board is scheduled to review this proposed change by November 25, 1981.
The class of this item in this proposed amendment is designated as Class III for Unit 1 and Class I for Unit 2 according to 10CFR170.22 requirements. Enclosed is a check for $4,400.00 to cover the total amount of the fees required.
In accordance with 10CFR50.30(c)(1)(1), three signed originals and thirty-seven (37) additional copies of this proposed change are enclosed.
