s Re: Petition to Intervene in the License Application for, the, Seabrook, New Hampshire Station c ['
Dear Sir:
I have been advised by Gary Sanborn of your office to address this letter to you and that it would be taken as a request to intervene when the U.S. Nuclear Regulato n Commission considers the license application for Seabrook Station and an opportunity to take part in the hearing.
Please be advised that this office represents the Society for the Protection of the Environment of Southeastern New Hampshire.
This Society consists of approximately three hundred members who are residents of the Town of South Hampton, New Hampshire. South Hampton is a small historical rural community with a population of approximately seven hundred people.
The Society is interested in the environment of the region and its object is as follows:
"To foster and encourage in public interest the protection of the environmental values of southeastern New Hampshire as regards its aesthetics, historical sites, air and water quality, the natural environment and public health and safety."
The Society is extremely interested in the proposed transmission line route as it passes through the Town of South Hampton.
The Society has retained this office to represent'it in regard to the effect that the proposed transmission lines have on the Town, its historic sites and the popularion of South Hampton. This office has represented the Society at hearings before the New Hampshire Site Evaluation Committee which is charged by the State of New Hampshire to recommend to the Public Utilities Commission proposed transmission lines in the State of New Hampshire.
The Society has informed me that they wish this office to continue to repre-3 90

.s WADLEIGH, STARR. PETERS. DUNN & KOHLS Secretary of the Commission Page 2 Ncvember 10, 1981 sent them and to represent them in any hearings by the U. S. Nuclear Regula-tory Commission as regard to the transmission lines as they emanate from the proposed nuclear Seabrook Station. We feel that we can assist in the hear-ing process by presenting witnesses, cross-examining witnesses, preparing and filing both motions of law and fact, and we would be available to assist the Commission in any other way that it would deem necessary.
The Society is especially concerned with the effect that the proposed transmission lines would have on national historical sites which are located in the Town of South Hampton. The proposed route, as it stands now, cuts through one of these areas and borders closely on another historical site.
The proposed transmission route also affects an archeological site known as " Indian Ground Hill" which archeologists say reprasents a wealth of infor-mation ecncerning the Indians who cccupied the land prior to its coloniza-tion.
The Society is also interested in the effect that the proposed transmis-sion line would have as it crosses the Pow Wow River into our neighboring state of Massachusetts. This area has been utilized by the Town in the past as a recreation site.
Its beauty and usefulness would be permanently marred by a proposed 250-foot right-of-way transmission line which would cross the Pow Wow River.
The Society is also concerned with the proximity of the proposed trans-mission lines to present dwellings. Research by some of our members has broughtforth the fact that the health of the inhabitants of the dwellings in close proximity to this line may be seriously endangered.
Finally, the Society is concerned with the aesthetic effect which the pr-'osed transmission line route would have on the Trvn. The Town Hall is lot ced on a hill in the center af South Hampton, ant if the proposed route were completed, it would ruin the view of the surroun31ng town and hills and could be seen on three different sides of the Town as one looks from the hill.
For the above mentioned reasons the Society respectfully requests that it be allowed to intervene in the hearings which the U.S. Nuclear Regulatory Co= mission will hold regarding the Seabrook facilities. We wish it to be understood that we do not wish to participate in any~other phase of the license application other than the proposed East-West and North-South trans-l mission lines as they emanate from the Seabrook Station.
I trust that the information included in this letter is sufficient for your purposes; however, if you have any further questions concerning either
