In response to the referenced letter dated July 9,1981, we submit that Alabama Power Company's Emergency Implement'ng Procedure, FNP-0-EIP-8, Noti-fication Roster is the only emergency i'iplementing procedure that contains material that would be considered private or proprietary within the definition in the referenced letter.

Therefore, based on the concerns expressed in the subject letter, it is hereby requested that the complete Alabama Power Qocany's Emergency Imple-menting Procedure, FNP-0-EIP-8, Notification Roster, and all revisions thereto, be withheld from public disclosure.
