Dear Mr. Ridenour:

(-/ Li (b,', C Public Service Company of Indiana, Inc. (PSI), in compliance with Section 4.1.3 of the Final Environmental Statement for the Marble Hill Nuclear Generating Station, conducted archeological surveys along the Harble Hill-to-ColumSus transmission line. They notified us, as the licensing agenr.y, on January lu,1980 that an archeological site, designated site 12dE4 (referred to as the McNeil Stone Fort), had been found during these surveys and evaluated by the Glenn Black Laboratory.

Your office reviewed the documentation and concurred that site 12JE4 was eligible for inclusion in the flational Register of Historic Places (NRHP). The Keeper of the National Register determined on May 26, 1981 that site 12JE4 was eligible for inclusion in the NRHP.

As we discussed with your staff October 2,1981, PSI has recently decided to relocate the transmission tower and thus not disturb this archeological site.

PSI has agreed, by letter to us dated August 21,1981 (enclosed), to provide assurance that the site will not be disturbed by the construction nearby.

We request that your office examine the mitigation plan proposed in the enclosed letter and inform us of your coments by November 30, 1981.

Dear Mr. Denton:

Public Service Company of Indiana, Inc. (PSI), in compliance with Section 4.1.3 of the Final Environmental Statement for the Marble Hil'1 Nuclear Generating Station, has conducted archaeological surveys along the Marble Hill to Columbus transmission line. All surveys have been performed for PSI by the Glenn A. Elack Laboratory of Archaeology at Indiana University.

PSI notified the NRC on January 18, 1980 that an archaeological site desigrated Site 127Ei (referred to as the McNeil Stene Fert) had been found during these surveys and evaluated by tae Glenn Black Laboratory as having potential eligibility for the National Register of Historic Places (NRHP).

Since Sitt 12JEa was determined eligible for the NRHP, PSI as required, has arrangec to mitigate this area after concurrence by the NRC.

The proposed mitigation is based on'an evaluation of alternatives from both engineering and economic standpoints.

Based on these evaluations, the cost to partially mitigate the McNeil Stone Fort, and the possibility of f rther delays in construction of the transmission line, PSI proposes to construct two (2) towers, one on either side of the McNeil 3 tone Fort instead of the original one (1) tcwer located directly on Site 12JE4 Tnis alternative wi:1 preclude disturbance of the archaeological site by tower construction. The proposed alternative tower locatiens hcVe been surve/ed by the Clenn Slack Laberatorv.

Denton August 21, 1981 Although the proposed towers adjacent to the McNeil Stone' Fort will not be constructed in areas containing cultural deposits, the potential effects of-clearing and vehicular movement upon Site 12JE4 have been considered. A temporary. barrier will be erected arcund the archaeological site to inaure that this area will not be disturbed.

Selective clearing of trees and brash wi.11 be performed by hand. and no trees will be allowed to fall on Site 12JE4.

The construction contractor's equipment and vehicles vill also be restricced to the farm lane adjacent to the McNeil Steue Fort. PSI personnel will be present during the censtruction of the 2 proposed towers to verify that these requirements are adhered to by the constructiot contractor.

In cenclusion, PSI requests'that the NRC approve the proposed mitigation of archaeoloi cal Site 12JE4, 'the McNeil Stone Fort, by September 15, 1981.
