Dear Mr. President:
Section 307(a) of the NRC Authorization of Appropriations for Fiscal Year 1980 directed the Commission to prepare a plan for improving the technical capability of licensee personnel and to transmit it to Congress. Enclosed is a plan summarizing our programs to improve the technical capability of licensed reactor operators to safely operate licensed facilities. The Commission has not yet determined whether to license nuclear power plant personnel other than reactor operators.
If such a requirement is established, an implementation plan will be developed and forwarded to Congress.
