Gentlemen:

J. M. Farley Nuclear Plant - Units 1 and 2 Diesel Generator Technical Specification Changes Alabama Power Company's Nuclear Operations Review Board has reviewed the proposed changes to the. Diesel Generator Technical Specification Section 3/4.8.1.1, prev X.: sly submitted to the N.R.C.

by Alabama Power Company letter dated October 28, 1981.

Enclosed as Attachment 1 is a revised draft of the Technical Specification and Safety Evaluation. The only change in the Technical Specification deletes a footnote on page 3/4 8-1 for each unit which defined a diesel generator set for the purpose of determining operability of the other diesel set upon failure of one diesel.

This footnote was in conflict with the basic definition of diesel sets provided in the L.C.0. and was therefore dele;ed. The Safety Evaluation was changed to emphasize that adequate time to perform preventive maintenance is an additional basis for extending a single diesel generator outage from three to eighteen days.

All of the proposed changes to Technical Specification 3/4.8.1.1 have been made with the goal of assuring that the diesel generators are highly reliable by providing for appropriate testing and sufficient time for preventive and corrective maintenance. Alabama Power Company's Plant Operations Review Committee and Nuclear Operations Review Board have reviewed this proposed change to the Technical Specification and have determined that the change does not involve an unreviewed safety question as shoan in the safety evaluation with detailed bases.
