JOINT STIPULATION On November 6, 1981, representatives of Illinois Power Company, Soyland Power Cooperative, and Western Illinois Power Cooperative

(" Applicants"), Prairie Alliance, State of Illinois, and the Nuclear Regulatory Commission Staff met at Illinois Power's offices in Decatur, Illinois, discussed the various Contentions admitted in this proceeding, and pursuant to mutual agreement, hereby stipulate as follows:

1.

Contentions 7 and 8 are withdrawn in their entirety.

2.

The first two sentences of Contention 5 are deleted.

3.

Paragraph (a) of Contention 11 is deleted.

Paragraphs (b) and (c) are redesignated (a) and (b), respectively.

The phrase "Clinton Units 1 and 2 have" is deleted in the two places where it now appears and is replaced with the phrase "Clinton Unit 1 has."

The phrase "Clinton Units 1 and 2" at the end of former Paragraph (c) [ redesignated Paragraph (b)] is deleted and replaced with the phrase "Clinton Unit 1."
