Dear Mr. Eisenhut:
Your letter dated August 7, 1981 concerns NUREG-0737, Item II.K.3.44, " Evaluation of Anticipated Transients Combined with Single Failure." The subject letter requested licensees referencing the GE BWR Owners Group Generic Report to provide verification that the assumptions and initial conditions used in the General Electric Owners Group analyses are representative for their plants. The December 29, 1980 Owners Group Report was not referenced for Humboldt Bay Power Plant Unit No. 3.
i As you are aware, an evaluation of the various alternatives for the plant including restart and decommissioning is currently being con-ducted by PGandE. When backfit requirements for older nuclear plants such as Humboldt have been finalized, a decision will be made regarding future operation of Unit No. 3.
If it is determined at that time that resumption of power operations is appropriate, we will address all of the applicable NUREG-0737 items.
