Sul-flARY OF OCTOBER 9,1981 IEETING REGARDING RESERV0lR INDUCED SEISHICITY 1.

General Representatives of the staff and its consultant met with representatives of the applicant and its consultants to ciscuss reservoir-induced seismicit;y at the facility. The meeting was held at the HRC offices in Bethesda, Maryland. A list of those persons wno attended the meeting is included in the enclosure.

Purpose The purpose of the meeting was to discuss the applicant's evaluation of the recent reports by consultants to the Atomic Safety & Licensing Board (ASLB) and a report subuitted by two USGS enployees in response to an inquiry by the ASLB.

Discussion The applicant's evaluation of the three reports is contained in two letters from T. C. tiichols to ti. R. Denton, dated October 1, 1981 and October 8, 1981. The report of. the two USGS employees Dr.' W. Joyner and Dr. J. Flechter is contained in a Septer.her 11, 1981 letter from R. Morris to H. Grossman..

The reports of the two ASLB consultants, Dr. H. Trifunac and Dr. E. Luco are contained in their reports to the ASLB both dated September 1981. The applicant suaaarized its evaluation of the three reports concluding in general that the issues raised in the reports were caused by misinterpretation or misinformation. The applicant has not changed its positions presented to the ASLB as a result of any of the information in the reports. The applicant stated that it had not discussed the areas of disagreement with the ASLB consultants or the USGS employees but had sent then copies of their evaluation. The epplica'nt stated that USGS had installed an"accelero-neter in the free field near the one located on the dam. This occurred in uid-1980 and the applicant was not aware of this until only recently.

The presence of the second instrument uay be important in that it could -

establish wnether the acceleration due to' seismic events in the reservoir recorded by the instrument on the-dam are anplified. However, no such evaluation has been performed by the applicant to date.

n 7-e Finally the applicant notified us that one of their consultants held discussions with USGS personnel earlier in the week.

They stated that an unprocessed film record from an October 17, 1979 event mignt result in peak accelerations in excess of those for the August 27, 1978 event. Preliminary estinates obtained by scaling suggest an dCCeieration in excess of 0.39 for this riL-2.8 event.

If this is correct it m>uld represent the largest acceleration neasured to date.

Tne appif cant stated that it is atteopting to obtain more complete information for USGS and will keep the staff advised.

We noted that this information was of the type that should be forwarded to che ASLB im.aediately. The applicant stated that it planned to docui;,ent this information in a letter to be issued not later than October 12, 1981. We stated that we would also plan to notify the ML6 of this infornation.
