f Pacific Scientific, Kin-Tech Division Docket No. 99900255/81-01 NOTICE OF NONCONFORMANCE Based on the results cf an NRC inspection conducted on March 23-26, 1981, it appears that certain of your activities were not conducted in accordance with your commitments and with NRC requirements as indicated below:
A.
The Pacific Scientific (PSC) corrective action response letters (undated) to NRC Inspectio:1 Report No. 99900255/80-01 indicated, with respect to Item A of the No'srce of Deviation, that the internal control document had been corrected to incorporate the customer heat treatment chart identification requirements contained in Bechtel Power Corporation Specificatien 5023-409-2, SCE No. 4129, September 1, 1974.
Contrary to the above, the NRC inspector ascertained that the committed correction of the internal control document had not been accomplished (See Details, paragraph B.1).
B.
Criterion V of Appendix B to 10 CFR Part 50 states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
The QA Manual Section 12, paragraph 12.1.4 states, "The MRB organization consists of the fol ewing:
- QA Manager or his designee - Chairman
- Project Engineer - Member
- Manufacturing Engineer - Member" Contrary to the above, the current memberClip of the MRB (Material Review Board) does not include a Manufacturing Engineer.
