t' t NOV 10 1931" IE BULLETIN 79-27 ER 100450 FILE 842-3 us PLA-947

Dear Mr. Haynes:

The following information updates our response to I.E. Bulletin 79-27 " Loss of Non-class-1-E Instrumentation and Control Power System Bus During Operation".

This letter supplements our previous responses in PLA-632 dated February 13, 1981, PLA-820 dated June 1, 1981, and PLA-907 dated August 28, 1981.

PP&L has identified the power distribution buses associated with all the instrumentation and controls required to achieve cold shutdown. These instruments include all instruments required to operate those systems needed to achieve cold shutdowc under unfaulted plant conditions, with MSIV's closed, plus instrumentation required by the existing emergency operating procedures. Also, the distribution buses themselves were reviewed to identify the main control room alarms which will alert the operator to the less of power.

Design ciodification is required to provide an undervoltage alarm for the 208/120V instrumentation AC distribution panel lY219.

Sufficient main control room alarms and indicators have been provided for all other relative power supply buses.

The design modification noted will be completed by January 18, 1982. A shutdown procedural review is continuing and is expected to be completed by December 1,1981.

Any new or revised procedures that may be needed will be completed by March 3, 1982.
