Dear Mr. Stolz:
Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.
This application requests that the Davis-Besse Nuclear Power Station Unit 1 Technical Specifications, Appendix A, be revised to reflect the proposed modified operation of Cycle 2.
Based on the Cycle 2 performance heretofore, it is expected that continued power generation capability may not be available until the scheduled beginning of the 1982 refueling outage. As a result Toledo Edison has in-vestigated means of extending the present cycle length to 306+10-30 Effective Full Power Days (EFPD) by completely withdrawing the axial power shaping rods (APSRs) at approximately 250 EFPD and by coasting down power level towards the end of cycle. The attached Revision 2 (dated 9/30/81) to the Davis Besse reload report contains new/ revised Technical Specifications, physics parameters and a reevaluation of accident / transient analysis to accomodate this extension if required.
All revisions to the Cycle 2 Reload Report have been made consistent with the methodology acceptable on the previous approval (Amendment 33 dated October 1, 1980).
It is emphasized that the attached revision would be necessary for Toledo Edison if upon reaching 250 EFPD additional at power operation is to be used to enter the refueling outage schedule.
Extensive reanalysis would be required to extend the cycle length if the APSRs are not withdrawn at 250 10 EFPD. The current burnup of Davis Besse Cycle 2 is approximately 210 EFPD. Therefore, this decision point to withdraw the APSRs is expected to be no sooner tha.: December 15, 1981.
