This is to inform the Commission that a Notice of Violation and Roposed Imposition of Civil Penalties in the amount of Forty Thousand Dollars ($40,000) will be issued to the Maine Yankee Atomic Power Company of the State of Maine on or about November 12, 1981.
This action is based on two al~,'ged violations.
The first concerned the failure to shutdown when required to by a Technical Specification limiting condition for operation associated with maintaining containment integrity during power operation.
The second violation concerned the failure to make a timely report to the NRC Operations Center of the event

requiring initiation of shutdown.
A news release will be issued about the time the. licensee receives the Notice.
The State of Maine will be informed.
It should be r.~cd that the licensee has not been specifically informed of the i
enforcement action.
The schedule of issuance and notification is:
i Action Signed November 9, 1981 Mailing of Notice November 12, 1981 Telephone Notification of Licensee November 12, 1981 The licensee has 30 days from the date of the Notice in which to respond.
Following NRC staff evaluation of the response, the civil penalties may be remitted, mitigated or imposed by Order.
