Dear Mr. Madsen:
This letter is written in response to your letter of September 18, 1981, which transmitted Notice of Violation STN 50-482/81-16. As requested the violation is being addressed in three parts:
a)
Corrective steps which have been taken and the results achieved; b)
Corrective steps which have been or will be taken to avoid further items of noncompliance 1 and c)
The date when full compliance will be achieved.
Finding On three separate occasions the main feeder breaker for ei.her NB01 or NB02 4160 Volt Class lE switchgear was observed removed from its cubicle and left unattended and unprotected in the work-way adjacent to the switchgear located at elevation 2000' of the Control Building.
Response
1)
Corrective measures have been implemented to provide protection for the NB breakers. Wooden enclosures were installed on September 14, 1981, for storage of the breakers when they are left unattended while removed from the load center for testing.
These wooden enclosures have also been utilized in combination 8111100683 811103 PDR ADOCK 05000 G

F Mr. G.L. Madsen KMLNRC 81-128 October 15, 1981 with plastic wrapping and overhead protective planking for protection of these and other breakers from possible damage due to additional nearby construction activity.
b)
KG&E Startup revised Procedure ADM 14-406 " Component / Equip-ment Removal Control" to amplify the housekeeping / storage requirements for components tested in the immediate vicinity of their installed location on October 13,.1981.
Additionally, all Startup test personnel were advised by their supervieors to be mindful of the proper storage / housekeeping requirement a for critical components, c)
Full compliance was achieved on October 13, 1981.
